REGULATION OF PUBLIC SERVICE
1. Name of the service (passport) of Association of wholesale trade companies
1.1 Name of the service (application of citizens)
Application of citizens regarding the present service is accepted through postal office, personally and e-mail.
1.2Results of the service
Interested questions regarding the activity of the Association as well as other types of applications is accepted through postal office, fax, personally and e-mail, for example:
Citizen can direct his question or application directly through postal office (personally, through fax or e-mail) by using modern informational-communicational technologies.
1.3. State management body, place of performing service and acceptance of applications.
Applicants can direct their applications through:
- official electronic mail of the “O’zulgurjisavdoinvest” Association;
- postal office;
Service “Application of Citizens” is planned to provide as a interactive public service through website of Association. Applications received by the Association shall be passed to the responsible officer at a stated time. Responsible officer prepares an appropriate response, for example: Association received an application from a citizen. According to the application, the company named "..." requests to provide practical assistance in organizing the Food Fair for the Holiday event. The document shall be registered and passed to the executive officer. Executive officer prepares and sends letter of response to the applicant within 15 days according to the current legislation (if application odes not indicates a specific date).
1.4. Legal basis
Documents, which establish the basis for the development of the public service:
Law of the Republic of Uzbekistan №446-II “On applications of citizens” dated from 13.12.2002, Order of the “Ozulgurjisavdoinvest” Association “On measures of perfection of the work with citizens” from 12.08.2011.
1.5. Users of the service
Citizens, who have the right to use the public service;
- legal entities
- staff of the state bodies
Public service is performed according to the Law of the Republic of Uzbekistan “On application of citizens”.
1.6. Period of the execution of the requests
Application of citizens (if there is not shown specific date) is examined in accordance with established procedure according to the acting legislation within 1 month from the date of applying, the applications, which does not require additional examination shall be reviewed within 15 days.
In case of delayed execution of the application of citizen, this fact shall be considered in the Board meeting and taken disciplinary actions against the responsible officer.
1.7. Time of execution
If the application indicates specific date, the information on execution should be sent prior to the expiration of the present date.
If specific date is not mentioned, letter of response should be prepared within 3 working days (10 working days or 15 days) taking into account the urgency of the request.
1.8. Setting deadlines for consideration of application
After registration of the application in the chancellery of the Association, according to the resolution of the head, executing officer examines it 15 days (if specific date is not mentioned).
Application, in which determined specific date, examined until the given period and applicant will be informed on the results of the consideration.
All actions shall be performed in accordance the acting legislation.
2.1. Content of the application
Citizens can apply on all matters within the competence of the activity of the Departments and Divisions of the Association.
They can send applications to the e-mail of Association or by using other means of communication in file formats of text editors, such as word, excel, as well as pdf, jpg and other formats.
Association personally responsible for:
- timely execution of the application
- providing public service according to the acting legislation
- performing the activity on the basis of the Regulation
Letter of response is directed through postal office, as well as through official electronic mail, about what applicant of person is informed.

2.3 Directing applications to the Association
- through e-mail (everyday 24 hours, except Sunday).
- postal office (working days from 9-00 to 18-00, except Sunday)
- fax (working days from 9-00 to 18-00, except Sunday)
- personally (working days from 9-00 to 18-00, except Sunday) - filed to chancellery.
3. Performing service
3.1. Working hours
Service is provided personally or through communication means during working days from 9-00 to 18-00, except day-off – Sunday.
3.2. Waiting terms
In case if the question stipulated in the application is examined during 15 days and there is the need for further examination, the review period is prolonged for another 15 days.
4. Performing works
4.1. Necessary documents
Applications, directed to the Association are examined strictly by requirements stipulated in the Laws of the Republic of Uzbekistan from 06.05.1994, №1064-11 and from 13.12.2002, №446-II.
4.2. Service fee
Public service is provided free of charge
4.3. Steps of providing public service
- Citizen or person directs application;
- Chancellery of the Association registers applications, complains and statements in different registering books;
- On the basis of direction of the head the application is delivered to the executive officer;
- Letter of response on the content of the question stipulated in application directed to the applicant within 15 days.
4.4. Rejecting terms
In case if the application contains question, which is not in the competence of the Association, the application shall be directed to the competent state or business bodies within 5 days period, and applicant shall be informed on that.

Ensuring the timely examination and execution of the application of citizen.
5.2. Guaranteeing the execution of reconsideration of the application
Specific disciplinary measures are set against the staff, who delays the execution of the application of citizens, especially who causes the reconsideration of the application.
REGULATION OF PUBLIC SERVICE
1. Name of the service (passport) – contract, agreed for accepting in the system of the Association of wholesale trade companies (hereinafter referred as Association)
1.1. Name of service (signing the cooperation contract and responsibilities of the parties) (hereinafter referred as Contract)
Serves to further improvement of the wholesale trading, creation of stable contractual conditions between wholesale distributors and manufacturers of consumer goods, as well as improving the quality of public services, development of contractual relations between wholesale and retail trade only on the basis of voluntary partnership.
1.2. Results of service.
Regulation of the relationship, coordination of the activities of legal entities in the system of the Association, representing their interests in state bodies and international organizations, building relationships with local producers of food products.
1.3. State administration body, place of performing the service.

“Signing the contract on joint cooperation and obligations of the parties” is provided as interactive public service and performed online through the website of the Association.
1.4. Legal basis.
Documents, which establish the basis of performing the public service:
Decree of the President of the Republic of Uzbekistan dated from February 23, 2006, “On measures of liberalization and creation of favorable conditions for development of wholesale and retail trade” №PF-3722, Decree of the President of the Republic of Uzbekistan dated from March 6, 2006, “On organization of the activity of the Association of wholesale trade companies” №PP-300, Decree of the Cabinet Ministers of the Republic of Uzbekistan dated from March 27, 2006, №52, Decree of the President of the Republic of Uzbekistan dated from March 30, 2011, “On reforming the structure and increasing the efficiency of the activity of “O’zulgurjisavdoinvest” Association” №PP-1514, other legislative acts of the Republic of Uzbekistan, Charter of Association and founding documents.
1.5. Users of the service.
Legal entities, performing activity in the sphere of wholesale trading of consumer goods.
1.6. Terms of performing the service
Within 1 (one) month from the date of application.
1.7. Confirmation time of acceptance of the application
Association notifies the applicant on receipt of set of documents within three days from the date of giving the set of documents personally or receiving via e-mail.
2. Information about body, performing the service.
2.1. Using service.
- “O’zulgurjisavdoinvest” Association – located in address Tashkent city, Shayhontohur district, Navoiy street, ap 25. Working days from 9-00 to 18-00;
- Electronic version of the contract, as well as list of necessary documents for signing the contract can be downloaded from the official web-site of the Association - uzsavdo.uz.
Using the service is free, contract shall be signed after submission of all required documents. Provision of service is performed within one (1) month.

Necessary documents for consideration of the application:
- Application on membership of Association of wholesale organizations with guarantee for timely payment of monthly membership fees;
- Copy of foundation documents:
Charter of the Company;
Certificate on state registration;
Order of State property committee or other document confirming the right of ownership - private or rented storage premises (copy of the cadaster), refrigeration (if necessary) and handling machinery equipments, documents confirming the availability of the necessary infrastructure - road, railways, electricity and water supply.
- information of the state tax inspection on existence of the formed authorized capital;
For wholesale trade enterprises - joint stock companies - the presence of the formed authorized capital in the amount stipulated in the acting legislation, for other wholesale trade enterprises – in amount of 3,500-fold of the amount of the minimum wage, including by cash - at least 1200-fold of the amount of the minimum wage;
- copy of the documents, proving the formation of the authorized capital (acceptance certificates, copies of the payment orders);
- copy of accounting and statistic reports for last 2 years (with exception of newly created enterprises)
- personal information of the Head and chief accountant, their phone numbers, requisites of acquiring bank, address of the post office.
Taking into account the requirements of the normative documents, approved by the Decree of the President of the Republic of Uzbekistan dated from February 23, 2006, “On measures of liberalization and creation of favorable conditions for development of wholesale and retail trade” №PF-3722, Decree of the Cabinet Ministers of the Republic of Uzbekistan dated from March 27, 2006, №52, the Contract is signed after receiving the license from the Ministry of justice, giving the right to perform the wholesale trade activity with consumer goods.
… Re-registers in the Ministry of justice and receives new Certificate on state registration and new license for performing the wholesale trade activity.

2.2. Detailed notification.

2.3. Giving information for the conclusion of the contract.
You can apply personally every working day from 9-00 till 18-00 except Saturday and Sunday, or through the web-site of the Association.

2.4. How to find:

3. Performing the service
3.1. Working days
Working days are from 9-00 until 18-00, except Saturday and Sunday.
3.2. Waiting terms
On the recommendation of local mayor offices (khokimiyats), provided that represented set of documents by business entities, that are in the system of the "O’zulgurjisavdoinvest" Association, conform to specified requirements - within a monthly period, when mistakes are detected - after making corrections and additions.
4. Performing works.
4.1. Service fee
Public service is provided free of charge.
4.2. Steps of performing public service
Beginning of the process – acceptance and registration of the application on acceptance to the membership of the Association, submitted by the applicant (or his representative) personally, received through the post office, electronic communication or facsimile using ACT "Internet" through ACT NIS.UZ.
1. Consideration of the application, submitted personally:
Application, submitted by the applicant personally, is accepted by the officer of the relevant department and registered in incoming messages book, incoming number and the date shall be attached to the document and the second copy of the application shall be signed proving the acceptance and returned to the applicant. Duration of the process should not exceed 10 minutes.
Applicant can get consultation on proper drawing up the application in the Division on development of wholesale depots of the members of Association, organizational works and generalization, or in accounting department.
2. Consideration of the applications, received by postal, electronic or faximile networks:
Is accepted by the officer of the relevant department and registered in incoming messages book, incoming number and the date shall be attached to the document, after which the application should be filed to the Chairman (or his deputy) within one working day.
In one day the document brought to the executing officer or officers, mentioned in the resolution. Executing officers accepts the document by signing in the registration book.
3. Responsible worker, accepting the incoming documents from the State portal in electronic form, performs following actions on applications:
print the application and puts the incoming number and date on the day of receipt of the application;
writes in automated information system;
within three days from the date of acceptance of the application, send to the applicant electronic confirmation of receipt of the application to the Association indicating the incoming number.
4. When received the application with full set of documents:
In one day worker registers incoming documents and enters the relevant information into the system, files to the Chairman of the Association (or his deputy) for consideration and appointment of executing officer for the provision of public service.
Results of the administrative process: accepting and preparing the application, registering and filing the application to the Chairman.
4.1. Terms of consideration
Presented documents reviewed by the lawyer, Предоставленные документы рассматриваются юристом, Division on development of wholesale depots of the members of Association, organizational works and generalization as well as accounting department.
Taking into account the requirements, set in the normative documents, approved by the Decree of the Cabinet Ministers of the Republic of Uzbekistan №52 dated from 27.03.2006, in the presence of private or rented storage premises, refrigeration (if necessary) and handling machinery equipments, necessary infrastructure - road, railways, electricity and water supply, “Contract on mutual cooperation and obligations of the parties” and included to the system of the Association.
After that, the company is re-registered in the Ministry of justice and received new Certificate on state registration and new license for performing the wholesale trade activity.
4.2. Rejecting terms
- providing incomplete set of documents;
- Does not meet the requirements established by regulations, approved by the Decree of the Cabinet of Ministers #52 dated from 27.03.2006;
- In bankruptcy of the analyzing trading base;
- Material and technical condition does not meet the requirements for the performing of wholesale trading activity.
5. Ensuring the quality work.
5.1. Quality indicators
- providing users quick and quality services;
- legal assistance and consultancy;
- possibility of receiving necessary information for entering into the system of the Association.
5.2. Order of appeal.
In case of unreasonable rejection to consider the application, submitted by the legal entity for entering into the system of the Association.
