On the Presentation Conference of the Association «Uzulgurjisavdoinvest» in “Uzexpomarkaz”
The Association was established to comply with the Decree PQ-3722 of the President of the Republic of Uzbekistan on “Measures to create necessary conditions for the liberalization and development of wholesale and retail trade” and the Resolution PQ-300 on “the establishment of the association of the wholesale trade companies” from March 6, 2006, in order to systematize the activities of regional wholesale trade bases.
Main purposes and activities of the Association, in accordance with the Article N4 of the Resolution PQ-1514 of the President of the Republic of Uzbekistan on “the Reformation of the structure and increasing performance appraisal of the Association «Uzulgurjisavdoinvest» are as follows:
Purchase of fruits and vegetables, potatoes from farmers and peasant farms, storing these products and ensure uninterrupted supply of the population with these products;
Market research of economic changes at domestic consumer market, particularly, taking measures to offer retail trade of socially important food products in populated areas difficult to access and located in distant regions of the Republic;
Organizing work on the development and consolidation of material and technical base of wholesale trade enterprises, provision of construction, reconstruction and modernization of special storehouses for ready-made food products and fresh fruits/vegetables, moreover, equipping storehouses with modern trade and cooling facilities.
Based on the contract-agreement of “Mutual cooperation and obligations of the parties”, 57 wholesale trade bases and enterprises have been functioning under the Association by the date January 1, 2014. In order to keep wholesale purchased products, companies under the system possess 116000m2 non-refrigeration and 60 000 tons of refrigeration storage houses; out of this, 50 000m2 field and 35 000 tons of refrigeration capacities are specialized to store agricultural products (potatoes, onions, fruits and vegetables, meat products) and others for food products (flour, vegetable oil, sugar, pulses, canned food and others). In accordance with the order N105 of the Cabinet of Ministers from April 7, 2011, based on “the Project addressing refrigeration capacity for 2013” 38440 tons of modern refrigeration capacities have been implemented in Qoraqalpogiston Autonomous Republic and regions through building, reconstruction and modernization. For these purposes 25.2 billion sums have been spend from the capital of the bases and bank credits.
It is planned to reconstruct and modernize refrigeration capacities more than of 13 000 tons in 2014. It is also planned to attract 4.8 billion sums from the capital of bases and 4.2 billion sums of bank credits for these purposes. As it is the main task of the association, during the reporting period wholesale trade bases included in the Association have delivered production worth 825 billion to retail trade firms and other consumers, including 187 billion sums of socially important goods have been delivered to mountainous areas with difficult access. 74% of the delivery of products has been centralized and delivered to consumers by more than 300 automobiles belong to the bases or taken on lease.
In order to provide an execution of the tasks assigned at the summary of the meeting N of the Cabinet of Ministers from August 8, 2013, «Uzulgurjisavdoinvest» Association in cooperation with regional bases stored 65000 tons of products, out of which potatoes comprise 12.900 tons, onions 13.100 tons, 12.600 tons of vegetables, 8.800 tons of fruits, 11.300 tons of rice, 500 tons of meat, 5.900 tons of peanut and pulses, food and agricultural products to ensure an uninterrupted supply of the people of the Republic with food and food product during the winter-spring season of 2013-2014. Stored products have been sold to the population in the specially organized trade stores of the domestic market based on the schedule in February-May of current year based on the summary of the meeting of the Cabinet of Ministers from November 30, 2013.
From the harvest of this year, in order to create storage of 70000 tons of potatoes, onions, vegetables, fruits and pulses for the winter-spring season of 2014-2015, futures contracts have been signed with farmers and peasant farms in March-May on the purchase of products. So far futures contracts worth 15 billion sums of agricultural products have been signed and continue signing.
In order to fully satisfy the demands of the population, in the mini factories established under the wholesale trade bases products worth overall 10 000 billion sums have been sold in the domestic market based on the report of the year, including 6741 tons of loaf bread, macaroni, sweets and others.
In order to provide favorable conditions for consumers, holiday Fair sales were organized at major wholesale trade centers of Tashkent where quality food, vegetables, fruits, cold drinks and other products were sold cheap prices during the cotton harvest season of the previous year before New Year.
So far the wholesale bases have gathered a storage of food and non-food products worth 62 billion sums, including 7000 tons of flour, 3.500 tons of sugar and cotton oil, 2.500 tons of sunflower oil, 1.500 tons of rice, 500 tons of pulses and macaroni products, more than 200 tons of sweets, nearly 100 tons of tea and other food products, also, non-food products worth 5 billion sums.
During January-March of the present year, wholesale trade bases have purchased consumer goods of 187 billion sums from local manufacturers for the supply of the population, and products worth 218 billion sums have been delivered to consumers by more than 1300 retail trade organizations and 2900 outlet shops on the contract basis. Contracts on purchasing and delivering products are made throughout the year. Moreover, as it was organized in the previous year, in order to deliver products in advance to mountainous areas with difficult access (advance delivery), works have been done to create 2-3 months’ storage.
By developing retail trade, this year it is planned to establish nearly 100 outlet shops to serve the population living in rural areas and near the borders. Huge supermarkets have been opened in Termez, Denov and Zomin, each of which possess 1500-2000 m2 area; in Nukus, 2-stored shop called “Bolalar Dunyosi” is under construction. (plastic)
Based on the Program for Complex of Measures for the year 2013 of the Association «Uzulgurjisavdoinvest» in accordance with the orders of the meeting held on January 18, 2013 by the Cabinet of Ministers on “Reports of social-economic development of the Republic in 2012 and main tasks of the economic program for 2013”, 48 modern small manufactories for producing and reproducing food production, including 16 projects of manufactories producing bread and bakery products, 12 manufactories of macaroni, 14 manufactories of sweets and 8 small manufactories of producing/reproducing food products have been established; mini factories of reproducing dairy products and ice-cream have been established in Andijan and Fergana; cattle slaughtering factories in Qoraqalpogiston Autonomous Republic and Bukhara; factories for reproducing flour, pulses and other food products in Kashkadaryo and Khorazm and a factory for packaging vegetable oil in Samarkand region.
In order to increase food resources, more than 1000 neat cattle and 500 sheep have fattened. More than 200 hectare fields are allotted by municipal governments to grow food for cattle. In poultry farms 56 000 poultry, including 41 000 for eggs and 15 000 for meat are fattened. 36 hectare lands are allotted to these farms. A total of 13 hectares of ponds have been built in fish-breeding farms and 20 tons of roach is grown for fish. Also, artificial lakes have been built in Korakalpoghiston Autonomous Republic, Bukhara, Fergana and Sirdaryo regions.
In order to create new intensive gardens, 122 hectares of lands are allotted and almost 50 000 various fruit trees have been planted on these lands; it is also planned to plant 4.500 more trees.
Furthermore, companies under the system have planted agricultural products to the lands of more than 800 hectare; in Koson town of Kashkadaryo region, new early-ripe melon of “jiyan” sort intended for export has been planted as a trial; it is planned to sow paddy to 300 hectare lands.
On this sphere, additional 18 bread products, macaroni, sweets producing factories, 18 food, non-food and agricultural products reproducing factories, poultry farming for 80000 poultry, 15 cattle-breeding, fish-breeding and 150 boxes of bee-breeding farms are planned to be established; also, 76 projects on trade, dining and household service houses are planned to serve the population. In order to fulfill this project, 24 billion sums will be spent, including 14.5 billion sums from the own capital of the bases and 9.5 billion from bank credits, will be spent.
In 20013, while implementing the program on the producing food products, such as agricultural products, their reproduction, consolidation of material-technical base of retail trade companies, constructing new trade, dining and household service entities, 640 new employment opportunities have been created; this year, another 580 employment places are planned to open.
Within the frame of the VII International Industrial Fair and Cooperative stock exchange, organized to make contracts on the deliveries of goods in 2013, held in the fall of the previous year, trade companies under the system of the Association «Uzulgurjisavdoinvest» have signed contracts for 2.6 billion sums to purchase products; this year, 800 million sums of products have been purchased. Four-month schedule of purchasing goods has been fulfilled for 110%. It is planned to make agreements-contracts for 200 million sums during the cooperative stock exchange which will be held on May 6-8. This indicator rose at 15% compared to this period of the previous year and continues the same trend. Gathering of goods producers in one place offering their products for the wholesale trade companies creates many favors.
